[스페셜경제= Dongsu Kim] Special counsel Robert Mueller had reached the end of his investigation, and the ruling has been that President Donald Trump “did not conspire Russia”, however, there is still the question of whether Trump had instead “illegally obstructed justice.”
As the BBC reports, as far as Trump is concerned, there was “No Collusion, No Obstruction” from him, he said as much in a tweet. On Sunday, the summary of Mueller was sent to the Congress for the formal summarization, which the Congress attorney general, William Barr then formally summarized.
Barr was tasked to “outline the inquiry’s findings related to Russian efforts to influence the 2016 presidential election.” The only setback is that Mueller had added that the report is more like a 'what you see is what you get kind of situation', which means that although his investigation proved to everyone watching that the president technically didn’t commit a crime, it still does not completely let him off the hook.
During the summary, though, Barr noted that Mueller had only stated that the president was not exonerated of the supposed collusion, which effectively renders the entire investigation hanging since there has been no concrete statement on whether Trump had committed an obstruction-of-justice offense or not.
If Mueller was inclined to look into that and use it against the president, however, Barr maintained that he would have no evidence to support it.
After that, Barr said that he would summarize the rest of the report but will need a bit more time before doing that because there were parts of the reports that was “subject to restrictions.”
"Given these restrictions, the schedule for processing the report depends in part on how quickly the Department can identify the [grand jury] material that by law cannot be made public," he wrote.
"I have requested the assistance of the Special Counsel in identifying all information contained in the report as quickly as possible."
로버트 뮬러 “러시아와의 유착은 없었다”

그러나 조사가 대통령이 엄밀히 말해 범죄를 저지르지 않았다는 것을 지켜보는 모든 사람들에게 증명됐지만, 여전히 완전히 그를 구속에서 벗어나게 하지는 못한다는 것을 의미한다.
이 요약에서 바 의원은 뮬러가 대통령이 담합 혐의에 대해 무죄가 입증되지 않았다고만 밝혔을 뿐 트럼프 대통령의 사법방해죄 여부에 대한 구체적인 진술이 없어 사실상 수사 전반을 흐지부지하고 있다고 지적했다.
그러나 뮬러가 그 점을 조사해 대통령에게 불리하게 사용하려 한다면, 바르는 그것을 뒷받침할 증거가 없을 것이라고 주장했다.
